Article 1: Name
From this date forward and for all purposes formal or informal, the name of this organization shall be known as the Whiteboy Association of Central Texas (WACT), Llano County Chapter.
Section 1.1: Service
From the adoption date forward this document is to serve as the official Constitution and By-Laws of the Whiteboy Association of Central Texas (WACT), Llano County Chapter (Founding Chapter).
Section 1.2: Trademark
From this day forward the trademark consisting of the name WACT & Whiteboy Association of Central Texas, Three Skulls on fire with the Texas State flag in background as fire shall serve as the trademark. Rockers shall be white background with Blue lettering, and the before stated shall be revered to as “Colors” and are the registered trademark owned by the Llano County Chapter of the Whiteboy Association of Central Texas.
Section 1.3: Copyright
From this day forward and with the attached copyright information, this article states that the name Whiteboy Association of Central Texas (WACT) and the Trademark have been copyrighted and are now registered property of the Whiteboy Association of Central Texas.
Section 1.4: Chapter Framework
The Whiteboy Association of Central Texas (WACT) was founded as the Llano County Chapter by Charlie Tweeder, Dominic Toreto , and John Farva on March 2, 2011.
The Llano County Chapter will serve as the ranking chapter of the WACT.
Article 2: Purpose
Section 2.1: Mission Statement
WACT is about brotherhood and sharing our ideals and culture as well as ensuring they survive in the future. Our primary mission is to promote and enhance our member’s lives through building a bond that will last throughout. We are proud of where we come from and what we stand for, we will share the culture and heritage of the great State of Texas and the way of life we live by while building meaningful relationships with other members. WACT rides the roads of the Texas Hill Country, and has a fondness for riding and enjoying our way of life. WACT does not discriminate against any type of motorcycle, you may ride a sport bike, cruiser, sport touring or any other cycle that has two wheels. We also support members who share a love for off roading, big tires, jacked up 4x4’s and fast cars.
The purpose of WACT is to bring together a diverse group of individuals with a common mind set, morals and culture. WACT will strive to find members who share common interests in motorcycles, off road vehicles, fast cars, and promote a brotherhood, encouraging membership in the WACT, and follow its principles and guidelines of aiding its members through the following:

Article 3: General Chapter Procedures
Section 3.1 – Governing Chapter
The Llano County Chapter of the Whiteboy Association of Central Texas shall serve as the governing chapter over all chapters added to the WACT.
Section 3.2 – Responsibilities
- This Constitution and Bylaws shall be posted on the website and a link shall be posted on Facebook after adoption is finalized.
- All amendments, additions, clauses and or sections added after the signing date will be added and all copies will be updated within five business days.
- It is the discretion of the Llano Chapter Executive Board to authorize the creation on new WACT chapters.
- Approval from the Executive Board and majority vote from Full Members of the Llano Chapter are required to approve a new chapter charter.
Section 3.3 – New Chapter Procedure
- Vote must be held and passed by majority vote of the Llano Chapter of WACT to incorporate a new chapter.
- Approved Chapters shall receive their Official Chapter Plaque and Signed Orders of Creation from the Executive Board. All approved Chapters shall receive a Chapter Handbook and Start up Guidelines. They shall also receive a full copy of the Constitution and Bylaws, Code of Conduct and new membership information. Copyright information, Trademark, Colors, and all other material identifying WACT shall be given to approve chapters.
- All approved chapters are subject to the same rules and regulations as the Llano Chapter; failing to abide by these will cause suspension or removal of a Chapter.
Article 4: Governance
Section 4.1: Elections
- Elections will be conducted every three months as needed for electable positions. Elections will be held during a regular meeting and will be administered by the Executive Board. Elections will be voted on by full members only, probies and prospects will not be able to vote.
- Electable positions of the Executive Board, Appointed and Electable Officer Positions serve 12 month terms.
- Only full members in good standing will be able to be nominated for an officer or Executive Board Position.
Section 4.2: Executive Board and Duties
- President
The President is the chairman and head Executive Officer of the Executive Board. The President is responsible for controlling order at the meeting and facilitating meeting functions. The President may not make or second a motion. The President is a member of the board and can vote on any agenda item or any item that requires a board decision. The President is charged with appointing officers, with a confidence vote from good standing members. The President is to judge items not covered in the constitution or in the rules and regulations of the organization. The President cannot sit on any committee other than the Executive Board. The President is a non electable or appointed position.
- Vice President of Operations
The Vice-President of Operations (VPO) first duty is to assume the responsibilities of the presidency when the president is unable to carry out said duties. The VPO coordinates any committees and or boards that are established by the Executive Board. The VPO supervises all organization events and oversees operations of organization functions. The VPO is to handle personnel issues and member entrance procedures. The VPO is a member of the Executive Board and may make motions, second motions and vote on any issue brought before the board. The VPO is to serve on all established committees as the Chairman. The VPO is not an electable or appointed position.
- Vice President of Public Relations
The Vice President of Public Relations (VPR) is responsible for the organizations public image. This person can also assume the duties and responsibilities of the President or VPO if they become unable to carry out their responsibilities. The VPR is to handle all documents that are subject to the public, event publications, letterheads, business dealings with outside sources and any chapter partnerships with other entities. The VPR is in charge of the chapter website, Facebook and any other social media the chapter participates in. This person is in charge of all un-issued patches, colors, back patches and organization provided material. The VPR is tasked with keeping an accurate record of all issued materials and any reproductions for members that have lost or deteriorated materials. The VPR is a member of the Executive Board and may make motions, second motions, sit on committees and vote on any issue brought before the board. The VPR is not an electable or appointed position.
- Chief Financial Officer
The Chief Financial Officer (CFO) manages all funds coming and going from WACT. The CFO is in charge of monitoring and recording the organizations income and expenditures, and may disperse funds to pay said expenditures accrued by the WACT. The CFO is in charge of keeping accurate records of all income and expenses, Tax documents and any other items pertaining directly to the financial situation of the WACT. As part of the Executive Board and being the CFO, this person is responsible for reporting the WACT’ s financial situation at regular called organization meetings. This person is in charge of the organizations taxes and reporting annually on yearend financial summary during the 1st of the Year meeting. The CFO is a member of the Executive Board and may make motions, second motions and vote on any issue. This is an appointed position and may only be selected from full members in good standing.
- Secretary
The Secretary is directly responsible for making and storing organization records. Bylaws, Constitution, Meeting Minutes, Rules and Regulations, Membership List, Committee and Board Appointments, reports other than financial, and correspondence are kept by this person. This person is responsible for calling roll at the meetings and keeping track of attendance. The Secretary is responsible for notifying members of meetings, votes, rallies, off road events, races, and any other events where members are needed. This is an appointed position and may only be selected from full members in good standing.
Section 4.3: Officers
- Sergeant at Arms
The Sergeant-at-Arms (SAA) first responsibility is to ensure that the Bylaws, Constitution, Rules and Regulations, and organizational structure are followed. The SAA is to ensure that all orders and decisions made by the Executive Board are carried out and completed. The SAA is charged with maintaining order at all chapter meetings and chapter events; he is to ensure that all chapter members adhere to Executive Board rulings, rules and regulations, code of conduct, bylaws, constitution and non disclosure affidavit. The SAA is in charge of safety and security for the chapter and may recruit full active members in good standing to aid in this endeavor. The SAA is charged with the protection of the WACT clubhouse, its members, prospects, and probies. The SAA is responsible with keeping track of member’s strikes and is responsible for the collection of organization material when a member is removed, retires, resigns, or is thrown out. The SAA is responsible for any information pertaining to the safety and security of the WACT and will advise and inform the Executive Board of any perceived threats internally or externally. This is an Electable Officer position.
- Road Captain - Officer
The Road Captain primary duty is to plan the travel routes and organize the itinerary of the WACT when going on a scheduled tour. The Road Captain will act as the ranking officer when on tour; second only to the President or Vice Presidents if an issue arises consisting of individuals not in the chapter. The Road Captain is to lead the formation behind the President and Vice Presidents while riding on tour, and may designate riding positions and duties while on tour. The Road Captain is charged with enforcing chapter rules and regulations while on tour, and may recruit Lieutenants to aid him while on tour. This is an Electable Officer position.
- Optional Officers – These positions are at the discretion of the Executive Board, they are all electable positions.
Webmaster, Chaplin, Quartermaster, Sergeants, Lieutenants, Captains. The position, duties, and responsibilities of the officer will be added to the chapter at the discretion of the Executive Board.
Article 5 – Meetings
Section 5.1 – Special Called Meetings
Special called meetings are meetings consisting of just the members of the Executive Board and Officers, these meetings can only be called by the President and or Vice Presidents. These meetings do not require the Chapter to be present, and require no vote from the Chapter. These meetings are used when the SAA calls a security meeting, Briefings to the Executive Board, or matters of a Disciplinary nature.
Section 5.2 – Regular Meetings
- The WACT shall hold regular chapter meetings to discuss chapter business, financial situations, tour preparations, events, prospect advancement, and any other new business not requiring a Special Called meeting. Chapter Members will be notified by the Secretary in any of the following forms: phone, email, face to face, and social networking.
- Before or after a WACT meeting, WACT members may go for a short ride or trip, time permitting. This ride or short trip does not have to be organized by the Road Captain; it can be lead by any Officer. A ride, time, and or schedule will be determined at the discretion of the Executive Board.
- All Members and prospects are required to ride or drive their motorcycle or approved vehicle to meetings.
- All Members are required to wear Chapter appeal to every meeting unless specifically told not to.
- WACT regular meetings should be held at the WACT Clubhouse, times, dates, and any other requirements are left up to the discretion of the Executive Board.
Section 5.2.1 – Meeting Procedure
- All meetings that require a chapter vote must have a quorum to be considered business. Sixty percent of the total chapter population, not including prospects will be considered a quorum.
- All amendments to the Constitution or Bylaws, Elections, or other matters of importance to the WACT require a quorum.
- Members will be notified of WACT meetings a minimum of 7 days in advance, and members are required to attend meetings unless there are circumstances preventing attendance.

- All votes performed by the organization are governed by majority rule or 51 percent win. In the event of a tie, the Executive Board will vote as a tie breaker.
- All votes performed by the Executive Board are governed by majority rule, if a tie should occur due to a member abstaining, there will be a re vote and every member of the Executive Board must vote.
- In the event that a member of the Executive Board has a conflict of interest with current vote, the founding chapter members will select a full member in good standing to vote in said Board members place.
Article 6 – WACT Membership
Membership shall mean any individual who has taken the appropriate steps to become a brother of the Whiteboy Association of Central Texas. Furthermore membership shall be defined as the members of WACT collectively by chapter and whole.
Section 6.1: General Requirements
- The Whiteboy Association of Central Texas membership is open to Men and Women over the age of 21.
- The WACT Members must drive either a motorcycle, Jacked up 4x4, or fast sports car.
- The WACT does not discriminate against any particular make or model of motorcycle; it must be a minimum of 250cc class and be in good working condition. 4x4’s and sports cars are at the discretion of the Executive Board.
- All WACT members must possess the proper documentation, IE driver’s license, insurance papers, ect for the vehicle they operate.
- Members must be sponsored by a full member in good standing; member must have known the Prospect for at least one year prior to application.
Section 6.2: Membership Categories
- Full Membership – A full member or a member who has achieved full membership is any person that has passed successfully through the prospect and probie stages and has been voted into the organization by the Executive Board. Furthermore, to attain full membership a member must not only pass through the stages of entrance, but abide by the rules, regulations, requirements Section 5.1, and have all dues paid with a remaining balance of $0.00 or have an arrangement with the Executive Board. Full Members have all voting privileges when a vote of the chapter is required, can serve as officers or elected positions within the Executive Board. Dues for Full Membership are located in (Article 7, Section 1)
- Honorary Membership – Honorary memberships are granted at the discretion of the Executive Board. These requests are heard one at a time. Should the board grant a member or individual honorary membership, that membership carries all privileges as a full membership except the ability to serve as an officer or a member of the Executive Board. Dues for Honorary members will be on a case by case basis determined by the Executive Board.
- Associate Member – Associate Members are any direct family that is associated with a Full Member and is dedicated to the mission of this organization. Associate Members must at least 18 years old. Associate Members have all voting privileges but cannot serve as an officer or a member of the Executive Board. Dues for Associate members are located in (Article 7, Section 1)
- Probie – A probie is a prospect that has been voted into the Chapter and must continue with his sponsor for a maximum of 6 months. Probies are an intermediate membership designed to allow a member increase ones knowledge and understanding of WACT. The Probie stage may be skipped with approval from the Executive Board on the Recommendation of the prospects sponsor. Probies can vote in non essential items when the chapter is required to vote. (Dues for Probies are located in (Article 7, Section 1)
- Prospect – Any person expressing interest in becoming a member of the Whiteboy Association of Central Texas will be classified as a prospect until voted on by the Executive Board. Prospects have no voting privileges and cannot be present during a chapter vote. There is no time frame on prospective members, the prospects will, desire and want to become a member will determine to his sponsor when he is ready for an Executive Board Vote. Prospects do not pay dues, are not issued colors, and cannot identify themselves as WACT members. They must be present at all WACT meetings, events and functions unless extenuating circumstances prohibit the prospects attendance.
Section 6.3 – Completion & Advancement
- When the Sponsor is satisfied that his prospect is ready for full membership, or probie membership, the prospects sponsor will petition the Executive Board in writing regarding the advancement of his/her prospect.
- The Executive Board will call a Chapter Vote and all present WACT Full Members in good standing will vote on the advancement of the prospect. If there are no objections (objections will be reviewed and considered by the Executive Board). If the vote passes, the Vote will then move to the Executive Board for the Final Vote and Advancement to Probie or Full Member will be official.
- If vote fails, or Executive Board does not vote in favor, the Prospect will remain a prospect and his advancement can be brought up again at another meeting. Prospects advancement cannot be brought up in consecutive meetings.
Article 7 - Dues and Fees
Dues are to be established by the Executive Board annually. This is the only article that can be governed by the Executive Board without the requirement of an amendment. Every membership level other than prospect shall have its own set of dues and fees.
- Monthly dues shall be collected monthly and shall be collected on or before the last day of the month. Members who do not pay their dues will no longer be considered in good standing and may have their membership revoked at the discretion of the Executive Board.
- If a membership is revoked, all WACT colors, patches, and material shall be returned or repossessed until a final decision is made.
- The Executive Board may make ancillary obligations and payment schedules with members who cannot maintain their dues. This is at the discretion of the Executive Board.
- If a membership is removed by the Executive Board, he may petition (in writing) the President and Vice Presidents for reinstatement. To be reinstated that member must pay all outstanding dues and a onetime reinstatement fee of $30.00. The Executive Board will review the member’s finances, conduct, and character within the WACT and then make a decision of reinstatement or removal.
- If the member is permanently removed no WACT material shall be returned, if the member is reinstated, all WACT material shall be returned to the member and they are considered to be in Good Standing.

Article 8 – Rules & Regulations
Breaking any of the Rules & Regulations may result in suspension or removal of a member from the Whiteboy Association of Central Texas and specific punishments or fees shall be determined on a case by case basis by the WACT Executive Board.
- Failure to pay chapter dues according to Article 7 of the Constitution and Bylaws of WACT.
- Illegal Drug Use.
- WACT cannot control your actions, but if you plan to perform any illegal acts don’t do it as a member of WACT and do not wear organization material.
- Stealing from fellow WACT members, stealing in general.
- Do not speak about organization business with individuals not in WACT.
- Failure to stand behind a fellow brother or failure to properly represent WACT.
- Destruction of WACT property.
- Destruction of fellow WACT property.
- Losing or giving away WACT colors, patches, or other material.
- Failing to attend chapter meetings, events, and tours without cause.
- Failing to offer and or help a fellow member of WACT.
- Failing to abide by Executive Board rulings, or taking a stance against the WACT.
- Being selfish, (for example, this is a brotherhood, planning something for only a few members and not inviting the entire chapter.)
- Insubordination
- Members shall not fight each other.
- Failure to perform tasks or duties that are assigned to you as a member of WACT.
- Having a member of WACT do a task or duty you would not perform yourself.
- Favoritism or gaming up on members.
- Failing to pay a fine in the allotted time.
- Failing to maintain proper documentation for operation of said vehicle.
- Arguing with Chapter Officers
- No drunk driving, if your told not to drive, DON’T.
- Failing to show the proper respect to fellow members, respect comes and goes.
- Failure to wear and present colors on tour, events, meetings or when requested by senior officers.
- Adultery
Article 9 – Colors & Material
The official colors for the White Boy Association of Texas is Blue and White as referenced in Article 1 of this document. The materials to be used will be determined by the Executive Board and shall be determined at their discretion. The details, picture and layout will be attached to this document.
Article 10 – Chapter Autonomy
Section 10.1 – Governing Chapter
The governing chapter has been established as the Llano Chapter of WACT in page 1 of the Constitution & Bylaws. This only applies when new chapters are formed, and for financial reports, and financial money.
Section 10.2 - Autonomy
Every new chapter formed is given the documents and information granted to them by this Constitution & Bylaws. These chapters operate solely on their own independently from one another. Chapters will abide by this document or their charter will be revoked.
Each Chapter is solely responsible for its members, member’s actions, members conduct and all other events, fundraisers and functions. The colors and trademark of the WACT can be revoked and removed at the discretion of the WACT Executive Board, Llano County Chapter.
Article 11 – Amendments
Amendments to this Constitution and Bylaws must be done in accordance with what is stated here. New amendments, clauses, sections and bylaws must be proposed in a monthly meeting and the President or Vice Presidents shall assign the proposal to a Amendment Committee.
The Amendment Committee shall be made up of full members picked at random. The committee shall have no more than ten members and no less than 3 members. If they find the amendment to have validity, the Executive Board will make a ruling considering the suggestion of the Amendment Committee.
Article 12 – Safety
Recreational activities of the WACT may be conducted on private property, on the public roads, upon other public property, or WACT owned property where hazards may be present and unknown. The operation of a motor vehicle, motorcycle and or any approved vehicle requires specific skills. Each member in any activity is responsible for determining their own skills and the skills required to participate in the activity. Any participant who believes or has reason to believe that his/her skills are not sufficient for an activity should not participate in said activity. In voluntarily participating in any activity, each member agrees not to operate his/her vehicle or otherwise behave in any manner which endangers or would reasonable be expected to endanger any other person or property. All members in any activity who believe or have reason to believe that their person or property is endangered by the behavior or activities of any other member or person shall remove themselves from the activity and shall refrain from participation in the activity until and unless they believe that they may do so without risk to their person or property, and should contact an officer or SAA as soon as possible. In the event any of the above should happen during a WACT sectioned event, meeting or tour, the member and all pertinent information should be brought before the Executive Board for review and disciplinary action. The WACT is not responsible for an damage or injuries sustained during a tour, event, or WACT sectioned event.
